Sir Edward Grey to M. Daeschner.

WITH reference to the Memorandum communicated by the French Minister on the 6th instant with regard to the Canton-Hankow Railway Loan, His Majesty's Secretary of State for Foreign Affairs has the honour to state that, as a result of the negotiations which have recently taken place between the British, French, and German financial groups in Paris, His Majesty's Government consider themselves justified in holding that the Chinese Government have failed to adhere to the spirit of the Agree ment of 1905, whereby British capital was, in effect, promised preference for a construction loan for that railway.

His Majesty's Minister at Peking was therefore instructed to make representations upon the subject, and on the 4th instant he informed the Wai-wu Pu that His Majesty's Government could not but regard their action as a breach of the spirit of the under- taking given by Chang-chih Tung on the 9th September, 1905, and added that His Majesty's Government reserved the right to raise the question of the advantages to which, under that arrangement, they might fairly be entitled.
